Goal.
The Centre of Expertise on the Adaptation for English-speaking Communities in Health and Social Services (CE-ACESS) facilitates dialogue among partners from the English-speaking community, the research and evaluation sector and the health and social services network in Eastern Quebec. It promotes the development of joint initiatives, including research projects, such as action-research projects and program and policy evaluations, as well as the sharing of knowledge and training. In doing so, it intends to enhance our understanding of minority communities and their needs and to contribute to the quality, responsiveness and accessibility of the health and social services delivered to Quebec English speakers. In cooperation with community partners, the CE-ACESS is dedicated to playing a key role in the production and sharing of knowledge that can help institutional, organizational and community stakeholders and decision makers better understand and respond to the health and social services needs of English-speaking Quebecers.

History.
The Centre of Expertise on the Adaptation for English-speaking Communities in Health and Social Services (CE-ACESS) is the result of a joint initiative between Jeffery Hale ‒ Saint Brigid’s (grouped with the CIUSSS de la Capitale-Nationale) and Jeffery Hale Community Partners. Together, for thirty years now, they have cultivated an engaged partnership-based approach which continues to prove most effective at reaching and serving, in their mother tongue, English speakers living in the Capitale-Nationale region.
In March 2019, with the support of the Secrétariat aux relations avec les Québécois d’expression anglaise, the CE-ACESS was created to share this expertise. It operates under the joint responsibility of its partners and founders and its administrative governance is ensured by Jeffery Hale ‒ Saint Brigid’s, where it is located.
The CE-ACESS is also associated with VITAM – Research Centre for Sustainable Health and the Frontline University Institute in Health and Social Services of the CIUSSS de la Capitale-Nationale. These partners collaborate in creating academic knowledge that contributes to supporting the improvement of local health care and services and the health of the English-speaking community.

Financial and Administrative Partners
Through their involvement, Jeffery Hale Community Partners and the Secrétariat aux relations avec les Québecois d’expression anglaise make it possible for us to sustain our project of better meeting the needs of the English-speaking community across a wider area. This cooperation between our two main partners ‒ one from the public sector, the other from the community ‒ is a key factor in building joint expertise with the CE-ACESS to better support the community it serves.
Advisory Committee
The Advisory Committee provides partners with a forum to discuss ideas and align their actions to ensure the continuous improvement of the CE-ACESS and its related projects. More generally, the Committee contributes to the development and influence of the CE-ACESS by staying abreast of its stakeholders’ special issues and needs and participating in a collective reflection on operational and strategic issues.
Governance Committee
The purpose of the Governance Committee is to ensure the smooth functioning of the CE-ACESS. It monitors the grant agreement between the Secrétariat aux relations avec les Québecois d’expression anglaise and Jeffery Hale ‒ Saint Brigid’s. More generally, this Committee oversees the development and influence of the CE-ACESS by contributing to a collective reflection on operational and strategic issues.
